The Rabat Plan: Challenging Hatred while Preserving Free Expression
On Thursday, February 21st, 2013, the UN High Commissioner for Human Rights Navi Pillay participated in an event to launch the, “Rabat Plan of Action on the prohibition of advocacy of national, racial or religious hatred that constitutes incitement to discrimination, hostility or violence.” The plan was inspired by several events in recent decades, from the role of media in spurring the Rwandan genocide to the recent film, “The Innocence of Muslims,” that led to retaliatory riots across the world.
